Those German national library (DNB), formerly The German library (DDB) with their locations in Leipzig (formerly German library), Frankfurt/Main (formerly German library) and Berlin (German music archives- DMA (direct memory access)) is the central archives library and the nationalbibliografische center Germany. It fulfills thereby the substantial tasks to one National library and at the same time the largest universal library is in Germany.

General information

The legal Sammelauftrag of the DNB covers published medium works starting from 1913 in Germany (on the basis of the Obligation copy right) and starting from 1913 abroad published German-language medium works, translations of German-language medium works in other languages and fremdsprachige medium works over Germany. The publications are opened, archived and for operational readiness level use (Reference library) made available. In addition the library provides those German Nationalbibliografie and maintains some special collections (German exile archives 1933-1945, Anne franc Shoah library, German book and writing museum).

With to 29. June 2006 into force stepped revised version „of the law over the German national library “was renamed since 1990 „the German library “library mentioned into „German national library “.

The library has three locations:

Total stocks of the German national library count approx. 23,5 million units (approx. 13,9 million in the German library Leipzig; approx. 8,2 million in the German library Frankfurt/Main; approx. 1,4 million in German music archives Berlin).

Together with that Collection of Germans of pressures and that Special assembly areas the German national library forms a distributed National library for Germany. The chief of the DNB leads the title „general directress “, since 1999 is this Elizabeth Niggemann. Their predecessor was Klaus Dieter Lehmann.

History

Acquisition

Everyone in Germany published Publication must be sent to the library in two copies (Obligation copy). From this fundamental obligation there are however numerous exceptions, which are regulated in the law and due to appropriate authorizations in a statutory order and in the so-called collecting guidelines. E.G. must film works, if not music are the center of attention, and such printing elements are not delivered, the one only passing meaning to have (goods order catalogs, handbills, advertising prints among other things). One copy each is collected by the delivery-requiring printing elements in Leipzig and one in Frankfurt/Main. For very aufwändig manufactured media, which are presented in small number of items, the publishers can receive a subsidy to the manufacturing costs of the delivered obligation copies. Under normal conditions however the national library has requirement on free hiring of the media. The library buys (however only in a copy, which is kept in Leipzig) foreign Publications over Germany (Germanica) and translations from the German as well as abroad published German-language works.

Extended compulsory delivery

Who publishes in the area of application of the German right, that must deliver its works (in one or in two copies, § 2 DNB law) at the German national library. That applied by 28 June 2006 only to „physical works “(books, CD-ROM etc.); since 29 June 2006 this obligation applies also to „immaterial works “(those are publications in the Internet). Details to the compulsory delivery regulate §§ the 14 and 16 of the DNB law.

Net publications

In March 2002 have the German library and that Association of trade of the German book trade an agreement for the delivery, collection, archiving and distortion of their Net publications met. She sees to that the freiwillige delivery of net publications Publishing houses forwards.

A substantial extension of the Sammelauftrages, which goes now beyond the net publications only the publishing houses, regulates on 29 June 2006 into force stepped law.

At present (conditions: October 2006) is not clarified however yet, like this reorganization in particular regarding interactive, not-physical publications such as Weblogs, to homepage and forums to correspond is. In such unsettled cases the appropriate publications are noted by the German national library and requested only if a archiving is technically possible. An action need for the authors of such net publications is not present according to the German national library for the time being.[2]

Use

The German national library is a pure Reference library. Those Existence may thus only in Read hall are used. A reader document of identification everyone receives, to that 18. Individual articles or chapters can be ordered also against fee as (digital) copy.

Criticism at the name

The name German national library partly one criticizes[4]. Contrary to national libraries of other countries the assembly area begins older German-language literature essentially only with the feature year 1913, becomes by several libraries within the framework of the program Collection of Germans of pressures acquired; Literature of the foreign country becomes representatively particularly of that Special assembly area libraries collected. After a common explanation of the directors/conductors of the German national library and the state libraries in Berlin and Munich renaming changes anyhow „nothing in the arbeitsteiligen perception of nationalbibliothekarischer tasks in the sense of the proven model of a virtual national library, which wins its efficiency and Reputation only from the joint task perception “ [6]. Likewise there was strong criticism at renaming the German library in Leipzig, since this name possesses a long tradition and it was feared that the international reputation of the mechanism could be lost through a renaming.
